Lawyers demand production of arrested Rwandan national
by The IndependentKampala, Uganda | THE INDEPENDENT | The lawyers of a Rwandan National Elly Tumwine have filed an application in the High Court demanding for his production in court.
Led by Abdullah Kiwanuka, the lawyers note that Tumwine has been in detention for more than the mandatory 48 hours which is unlawful.
According to their application filed before the High Court Civil Division, Tumwine was arrested on May 16th from Pulota B Kakira Tow council in Jinja district where he operates a mobile money business.
He was reportedly arrested by military police officers and other security operatives headed by one Godwin.
Tumwine’s sister Juliet Kirabo says that Tumwine’s place of residence was searched before he was reportedly taken to Special Investigations Unit of Police in Kireka and transferred to Chieftaincy of Military Intelligence headquarters.
She contends that since then, Tumwine has been held incommunicado and never been produced before any competent court of law or released as required by the law.
The family suspects that Tumwine was arrested for espionage since his brother Frank Sabiiti, a police officer was arrested in April on similar charges.
The Attorney General, the Director of Chieftaincy of Military Intelligence Major General Abel Kandiho and the Commandant Special Investigations Unit of Police have been listed as respondents to this application.
