North West Leicestershire Police officers are appealing for information about the incident that happened at Hermitage Fishing Lake and Recreation Ground, in Whitwick.
The attack happened during the morning on Tuesday, May 19, said a police spokesman.
According to police, a dog was seen attacking a swan which has since had to be put to sleep due to its injuries.
A spokesman from the force said: "A dog was witnessed attacking a swan which has since had to be put to sleep due to its injuries.
"We have already linked in with the RSPCA who attended the location on the day in order to obtain further details and contact has also been made with the RSPB regarding our investigation.
"If you were at this location at the time and witnessed the incident, please make contact with us to assist in identifying the dog owner."
The reference number of 20*261519 should be quoted when filing reports relating to this incident.
