Hungary to return to parliamentary democracy, ending rule-by-decree

In Hungary, the crisis solution of governance this spring has been to allow Prime Minister Viktor Orbán to rule by decree for an unlimited period of time. Now, the government has announced legislation to return to parliamentary democracy, The Guardian reports.

Hungary’s Justice Minister, Judit Varga, announced on Tuesday, May 26, that she would submit legislation to parliament imminently that would bring an end to the so-called «state of danger» on 20 June. While in effect, it has allowed the country’s prime minister, Viktor Orbán, to rule by decree, and had no fixed cut-off date.

Hungarian parliament, where Orbán’s Fidesz party holds a two-thirds majority, gave the prime minister the power to rule by decree at the end of March.

This April, the European parliament approved a statement that said Hungary’s measures were «incompatible with European values».
