Flyers to Jammu, Srinagar to land in Quarantine, 6 Officers put on guard

Exempts 8 Categories of passengers to HQ after RTPCR test on arrival

A day before domestic flight operations resume in the country, the Jammu and Kashmir Administration has appointed two senior officials each for the two civil airports at Jammu and Srinagar to assist the Nodal Officer and the respective Deputy Commissioners to handle the incoming passengers strictly according to the instructions and standing protocols dated 11.5.2020, 19.05.2020 and Circular dated  23.05.2020 to undergo mandatory 100 % RTPCR testing and administrative quarantine of 14 days for all incoming passengers by train or other means or otherwise till their test results are reported negative.

However, the State Executive Committee of Disaster Management today issued a modified quarantine procedure applicable to eight categories of passengers, coming into J&K UT by Air, Rail or other means, whereby they will be sampled on arrival for RTPCR testing and sent to Home quarantine for 14 days, and if their test results found positive, they will be brought to Covid Hospital for recovery and treatment.

Those having such exemption are included :

  1. Pregnant Woman in the last trimester, with a Doctor’s Certificate pregnancy
  2. Cancer Patient on Chemotheraphy
  3. Chronically ill patient discharged from a Hospital after a surgical procedure
  4. Dialysis patient with a Doctor’s  certificate for being on Dialysis
  5. Mothers with infants below one year
  6. Children below 10 year travelling alone without family member
  7. Government of India personnel on bonafide government duty and
  8. Passengers travelling with an RTPCR Test Negative Certificate from an ICMR approved laboratory/testing facility, not older that 2 days (48 hours) before the arrival date.

The Administration has appointed Jammu’s Deputy Commissioner Sushma Chauhan to make arrangements for handling incoming passengers. Commissioner of Jammu Municipal Corporation, Avny Lavasa and Vice Chairman Jammu Development Authority, Babila Rakwal will be the two officers assisting the Deputy Commissioner in this exercise.

Director Industries and Commerce, Kashmir, Mahmood Shah and Vice Chairman Lakes and Waterways Development Authority, Tufail Mattoo have also been assigned to assist Principal Secretary Housing and Urban Development, Dhiraj Gupta (Nodal Officer, Srinagar Airport) in this regard.

The officers will carry out their new assignments in addition to their own duties.

The Jammu, Srinagar and Leh airports have made elaborate arrangements for the resumption of domestic flights.

Passenger flights in the country were suspended with effect from March 25 when the nationwide lockdown came into force to check the spread of the coronavirus pandemic.

Civil Aviation Minister Hardeep Singh had earlier announced that domestic flights would resume from May 25 onwards in a calibrated manner and the Airport Authority of India has issued Standard Operating Procedure (SOP) to the airport operators across the country.

The Union home ministry has issued a 12-point guideline on domestic air, rail and bus travel that focuses on screening passengers for Covid-19 symptoms at boarding and exit points of airports and railway and bus stations.
