Following a blistering start to the season, the striker has struggled to get regular game-time after falling behind the likes of Sam Surridge and Rhian Brewster in the pecking order.
And it's understood Premier League side Villa have expressed an interest in the Spaniard.
Dean Smith's side already have the maximum allowance of two loan players - Pepe Reina and Danny Drinkwater - in their squad.
It means they could only sign Borja - or any other player - on a permanent basis.
The 27-year-old was at Atletico Madrid while Villa's current sporting director Jesús García Pitarch was also in the Spanish capital as a director of football.
It's understood the forward has travelled with the rest of the Swansea squad to Lancashire for the Championship clash with Preston at Deepdale on Saturday afternoon.
The forward has netted six goals in 20 Championship appearances so far this term.
His current contract with Swansea expires in the summer.
