Begrenzungsinitiative im Ständerat – oder alle gegen die SVP
by SDA/uriEine der wichtigsten europapolitischen Abstimmungen rückt näher. Nach dem Nationalrat berät heute der Ständerat die Begrenzungsinitiative. Die Fronten sind geklärt: Gegen das Volksbegehren sind alle ausser die SVP.
Die Staatspolitische Kommission des Ständerats (SPK) beantragt ihrem Rat mit 11 zu 2 Stimmen, Volk und Ständen die Initiative zur Ablehnung zu empfehlen. Die grosse Kammer hatte sich in der vergangenen Herbstsession mit 123 zu 63 Stimmen bei 3 Enthaltungen gegen die Volksinitiative «Für eine massvolle Zuwanderung (Begrenzungsinitiative)» ausgesprochen.
Debatte um Begrenzungsinitiative«Schweiz der Schande!», «Schauspielerei!», «Weltuntergang!»
Diese verlangt die Kündigung der Personenfreizügigkeit mit der EU. Auch für den Bundesrat ist dieses Szenario undenkbar. Die Regierung empfiehlt deshalb dem Stimmvolk ebenfalls ein Nein im nächsten Jahr.
Gefragte Fachkräfte aus der EU
Die Argumente liegen seit längerem auf dem Tisch. Laut den Gegnern der Initiative erlaubt die Personenfreizügigkeit den Arbeitgebern, rasch, flexibel und ohne administrativen Aufwand Fachkräfte aus der EU zu rekrutieren. Sie weisen ausserdem darauf hin, dass die Zuwanderung aus der EU in den vergangenen Jahren rückläufig gewesen sei.
ZuwanderungNationalrat lehnt Begrenzungsinitiative ab
Schliesslich warnen alle grossen Parteien ausser der SVP vor einem Wegfall der Bilateralen I. Indem die Initiative diesen in Kauf nehme, stelle sie den bilateralen Weg mit der EU insgesamt in Frage.
Ein Ja für die Souveränität
Die Befürworterinnen und Befürworter der Begrenzungsinitiative sind dagegen der Ansicht, die Schweiz sollte die Zuwanderung eigenständig regeln. Schon vor dem Freizügigkeitsabkommen hätten die Schweizer Arbeitgeber allenfalls benötigte Arbeitskräfte aus dem Ausland rekrutieren können, argumentieren sie.
Die SVP unternimmt mit der Begrenzungsinitiative einen zweiten Versuch, die Zuwanderung in die Schweiz mit einer Verfassungsänderung zu bremsen - ohne konkrete Obergrenzen und Kontingente zu fordern. Das Volksbegehren soll aus ihrer Sicht eine "10-Millionen-Schweiz" verhindern und mehr Platz schaffen.
