The adorable animal was rushed to Seal Rescue Ireland to receive medical attention after the recovery.
Waterford SPCA has been praised for rescuing the seal at Portally Cove on Wednesday.
They posted online: "Pine is a seal pup who was entangled in fishing net, he was rescued at Portally Cove, Co Waterford on Wednesday 27 November.
"The seal was found by members of Waterford SPCA and immediately transferred to Seal Rescue Ireland for medical attention and recovery."
One person commented: "Poor thing. Hope he makes a full recovery. Well done, you do fantastic work."
Another said: "So young to have this already, the poor little baby. Thank you for helping him."
A third said: "Horrible netting, so dangerous to birds, bats and mammals. Thank you for saving him."
